As to law about occuiped territory the bottom line isn't what the laws says its what the British can get away with. Unless they can enforce a close or distant blockade its moot. The speculation by the British on what the Germans are up too makes a great deal of sense. Especially the blockade running.
The British have a large number of subs they should have a large number at sea. Both sides need to setup convoys; the Germans need higher speed ones of course. It would be funny for convoys to bump into each other one night.
The pocketed British are in poor shape it sounds like.
